Question:

Do you have Zener diode of 2.5 V at 1 mA?

Answer:

Yes, we do. However, in the case of low-voltage (5 V or lower) Zener diodes, it is difficult to obtain a stable voltage in the low-current range. (As the current changes, so does the voltage.) How about the uPC1093? (shunt regulator)
In the case of this IC, a stable voltage can be obtained at 1 mA. However, the uPC1093 is an active element.
Unlike a Zener diode, an oscillation stopping capacitor is required.
